The Procurement Department is a centralized office supporting and providing assistance to Town personnel to acquire goods, services, and contracts, as necessary to conduct Town business. The Procurement Department also provides management and oversight of state and federal grants. 

The primary goal of the Procurement Department is to provide assistance and oversight with the process of procuring quality goods and services in a fair, competitive and transparent manner, by using objective standards for the selection of contractors and vendors, through fair, impartial and uniform bidding, contract development and awarding processes.

INVITATION FOR BIDS

Sealed bids for furnishing the following item will be received at Dedham Town Hall, Facilities Department Suite 402, 450 Washington Street, Dedham, MA 02026. Bids can be mailed, or hand delivered during operating hours, Monday through Friday, 9am to 4pm. Bids must be received by the time specified below at which time the bids will be opened and read aloud:

Specifications and bid forms may be obtained starting on Friday, July 8, 2022 at 10:00 a.m. electronically upon written request by email to Bernardo Rodriguez, Project Manager, at brodriguez@dedham-ma.gov.

Sub Bids will be opened on Friday, July 22, 2022 at 10:00 a.m. Each Bid must be accompanied by a bid security consisting of a BID BOND or CERTIFIED CHECK issued by a responsible bank or trust company in the amount of 5% of the bid price.

General Bids will be opened on Friday, July 29, 2022 at 10:00 a.m. Each Bid must be accompanied by a bid security consisting of a BID BOND or CERTIFIED CHECK issued by a responsible bank or trust company in the amount of 5% of the bid price.

Pre-Bid Conference and Site Visit will be held at the Dolan Center, 269 Common Street, Dedham, MA 02026 on Tuesday, July 12, 2022 at 10:00 a.m. Request for interpretation of the documents shall be emailed to Bernardo Rodriguez at brodriguez@dedham-ma.gov and Steven Marshall (Gale Associates, Inc) at srm@gainc.com. Questions or request for interpretation may be received until July 18, 2022 at 10:00am. Any and all such interpretations and any supplemental instructions will be in the form of written addenda to the specifications which will be issued at least 48 hours prior to bid opening.

A performance bond in an amount equal to 100 percent of the total amount of the contract price with a surety company qualified to do business in the Commonwealth of Massachusetts will be required for the faithful performance of the contract as well as a labor and materials bond in an amount equal to 100 percent of the total contract price.

All bids for this project are subject to applicable public bidding laws of Massachusetts, including G.L. c.149, § §44A through 44H, as amended. Attention is directed to the minimum wage rates to be paid as determined by the Commissioner of Labor and Workforce Development and the weekly payroll record submittal requirements under the provisions of Massachusetts General Laws, Chapter 149, Section 26 through 27D inclusive.

Attention is further directed to the requirements of G.L. c.149, §44D requiring submission of a Division of Capital Asset Management Approved Certificate of Eligibility and Update Statement with all bids.

Selection of the contractor will be based upon bidder qualifications, including evidence of past performance in similar projects, and bid price. The contract will be awarded to the bidder deemed by the awarding authority to be the lowest responsible and eligible bidder. The bidder agrees that its bid shall be good and may not be withdrawn for a period of 30 days, Saturdays, Sundays, and legal holidays excluded, after the opening of the bids.

The Town reserves the right to waive any informalities, to accept or reject, in whole or in part any or all bids, or take whatever other action may be deemed to be in the best interest of the Town.

THE FOLLOWING THRESHOLDS DICTATE THE TYPE OF PROCUREMENT THAT OCCURS:

  • Less than $10,000 - Sound Business Practices
  • $10,000 to $50,000 - Formal Quote Process
  • $50,000 or more - Sealed Bid (IFB) or Proposal Process (RFP)

The CPO may opt to employ a more restrictive and competitive process when they feel such a process is in the Town's best interest.
