The Procurement Department is a centralized office supporting and providing assistance to Town personnel to acquire goods, services, and contracts, as necessary to conduct Town business. The Procurement Department also provides management and oversight of state and federal grants. 

The primary goal of the Procurement Department is to provide assistance and oversight with the process of procuring quality goods and services in a fair, competitive and transparent manner, by using objective standards for the selection of contractors and vendors, through fair, impartial and uniform bidding, contract development and awarding processes.

The Town of Dedham Procurement Department is issuing this Request for Qualifications to hire a qualified firm(s) to provide professional consulting services for many technical conservation applications, for the Town of Dedham.

 

  • The Town of Dedham, Massachusetts, is seeking to procure a qualified consultant or consultants to provide on-call peer review of wetlands and stormwater management applications. The Town is seeking consultants with demonstrated expertise and experience with conservation commission applications, permitting, knowledge of the Massachusetts Wetlands Protect Act (MGL Ch. 131, Section 40) and associated regulations (310 CMR 10.00), the Town of Dedham Wetlands Bylaw (Ch. 271) and associated Conservation Commission Rules and Regulations, the Town of Dedham Stormwater Management Bylaw (Ch. 246),  and associated Stormwater Management Rules and Regulations, the Town of Dedham Drainage and Stormwater Management Design Standards, and the Massachusetts Stormwater Handbook.  Services will be requested on an “as needed” basis for various wetlands and stormwater applications.

 

  • The RFQ and related documents shall be available and may be obtained at the Town Manager’s Office, 450 Washington St, Dedham, MA 02026, 3rd floor for a $50 non-refundable fee, or online at the Town’s Website for FREE starting Tuesday October 11th, 2022.

 

  • Questions concerning this Request for Proposal must be submitted in writing to: Rana Mana-Doerfer at rmanadoerfer@dedham-ma.gov by Thursday October 20, 2022 at 12:00 PM. Written responses will be e-mailed to all proposers on record as having obtained the Request for Qualifications.

 

  • Sealed proposals are due by Monday October 31st, 2022 at 12:00 PM in the Town Manager’s Office located on the 3rd floor of Town Hall at 450 Washington Street, Dedham, MA 02026. Attn: Rana Mana-Doerfer

THE FOLLOWING THRESHOLDS DICTATE THE TYPE OF PROCUREMENT THAT OCCURS:

  • Less than $10,000 - Sound Business Practices
  • $10,000 to $50,000 - Formal Quote Process
  • $50,000 or more - Sealed Bid (IFB) or Proposal Process (RFP)

The CPO may opt to employ a more restrictive and competitive process when they feel such a process is in the Town's best interest.
